淺析臺灣高等教育學生事務主管領導力-從大學校院學務人力角度分析

An Analysis of Leadership Effectiveness of Student Affairs Administrators in Taiwan’s Higher Education: On the Aspect of Human Resources in Student Affairs Offices

摘要


為提升學務工作品質,以促進學生的學習發展,本文針對影響工作品質的學務主管任期與其導致的經驗問題,分析討論一、大學校院學務主管的年資與學務人力、二、學校組織章程對學務主管的任用規定,以及三、美國高教對學務主管領導力的要求,說明其對於大學校院學務工作的影響,以期能找到增進我國高教學務主管領導力的方法。本研究發現學務組織不全設立的組或中心不足、人力不足尤其是學務長室、以教師兼任學務主管等現況,是造成學務長與組長普遍任期不滿三年,亟待正視改善的問題。因此作者期望教育部與學校高層,能共同分別從政策端檢討修改學務主管的任用規定,以及從實務端給予更好的訓練與投入合宜的人力,以使學務主管能有較好的領導效能,提升學生事務工作品質,促進學生學習發展。

In order that the quality of student affairs work can be enhanced so as to promote students’ learning and development, this study aims at examining the experiences of student affairs administrators. Prospects include: 1. the number of newly appointed deans of students, and the average work length of former deans, 2. how school’s organization procedure regulates the recruitment of student affairs administrators, 3. and how CAS of American student affairs organization demands the leadership of student affairs administrators. Therefore, seeking ways to enhance the proficiency of Taiwan’s student affairs administrators in higher education will be achieved. Major findings of this paper are as follows: 1. student affairs organizations are improper, 2. the establishment of divisions and centers is insufficient, 3. the lack of human resources, especially in the offices of deans, 4. and the fact that student affairs administrators are often adjunct jobs of professors, which results in their obviously short term (normally less than three years). All the problems are awaiting Ministry of Education and school authorities to amend the regulations on recruiting student affairs administrators, in order that their leadership effectiveness will be improved.
