本文透過歷史文獻整理和系統問題分析,探討臺灣學校輔導工作的新進展,析論近十年來的發展概況及關鍵事件。2010年國中校園霸淩事件及2014年臺北捷運隨機殺人事件,帶來了巨大的衝擊和影響,這兩大社會事件,是危機,也是轉機。前者導致《國民教育法》第10條的修正,強化了學校輔導教師編制,並正式設增置專任專業輔導人員;後者使醞釀多年的《學生輔導法》,產生臨門一腳的作用,促成在該法中增加專任輔導人員員額,大為強化學校輔導人力資源,影響至為深遠。《學生輔導法》界定兩類學校輔導工作者(輔導教師和專業輔導人員)及發展性、介入性、處遇性之三級輔導,有助於強化學校輔導組織及促進學生輔導工作的專業化。在專業組織方面,近十年來,輔導與諮商學術團體除了老牌的中國訓育學會於2002年易名為中華學生事務學會,中國輔導學會於2008年易名為臺灣輔導與諮商學會外,還新成立了十多個輔導與諮商專業學術團體,多樣化的專業人員組織也紛紛成立。社會輔導機構也與學校輔導工作相輔相成,是臺灣學校輔導工作的另一特色。總結近十年來臺灣學校輔導工作的發展,可謂欣欣向榮,不但繼續與世界接軌,也力求反映在地需求,朝向紮根本土的方向發展。
In recent ten years, Taiwan’s school guidance and counseling work has undergone obvious changes. With literature review and systematic problem analysis approach, this paper thrives on studying such a development and how related critical events affected schools. Two decisive social events-the Ba-der junior high school’s student bullying event and the Taipei MRT’s randomly homicidal event-have procured a huge impact on such crucial amendments as the newly revised Article 10 of the National Education Act (2012, 2016), and the newly published Student Guidance and Counseling Act (2014). Furthermore, the content of the Laws and their influences are analyzed and discussed as well. In addition, the new development and transformations of professional guidance and counseling organizations, two associations in particular, will also be illustrated. In sum, in the last decade, Taiwan has embraced progress in school guidance and counseling work, which will certainly help bridge the globalization trend and, on a grass-rooted basis, meet locals’ need.
