This study aims to conduct a general and integrated analysis of the papers with research orientation on policies and practices for online teaching and counseling during the Coronavirus Disease-2019 pandemic (COVID-19 pandemic) period published in Taiwan from 2020 to 2021 to understand the trend development of this orientation for online teaching and the counseling of disadvantaged students in the pandemic. In addition, this study also collected foreign references to explore the similarities and differences of policies and practices for online teaching and counseling in other countries. The results showed: A. Since the outbreak of the pandemic, nearly 70 domestic dissertations and journal papers have been published, which showed the rapid trend development after the pandemic; B. The domestic research discussions were oriented towards teaching strategies, teaching difficulties, teaching materials, and teaching content; C. During the oversea pandemic, online teaching strategies mostly focused on the promotion of digital learning platforms, carrier equipment, and online teaching strategies. From the research results, the following discussions and suggestions are put forward: A. Despite the implementation of distance teaching, teacher workshops for distance teaching are still necessary because some teachers are still not skilled enough; B. There are many different digital learning platforms in Taiwan, but most of them are designed for ordinary students. For the assistance of disadvantaged students, the learning needs of special education students should be considered in order to safeguard the education rights of all students.
