臺灣的大學學生自治組織當前面臨許多問題,其原因可歸納為:教育部對學生自治組織的定位誤導,以及學校對學生參與的矮化,造成學生參與校園民主治理的公共性與代表性未被重視,導致削權的反教育效果,亦使學生校園公共參與和學生自治組織的效能低落,進而減化為一小群「學生會幹部」的「社團自治」。本文期能釐清學生自治組織定位,說明其並非以結社自由為基礎的一般「學生社團」,而係校園民主治理所不可或缺的「學生聲音機關」,以正視其與校園民主治理本質的關聯性,並指出學生參與校園民主治理的「賦權」(empowerment)教育效果,以找回學生自治的發展方向與動力。結論為:教育部應讓學生會會費回歸學生自治的公共性而非自願性,並正視非全校性學生自治組織也是學生參與校園民主治理的一部分,而非一般性學生社團;大學校方應正視其學生參與校園民主治理的教育賦權理念,並視其學生自治組織具有學生意見機關的重要地位,且減少「事前審查」以使學生「有意義的參與」校園公共事務;而大學生應正視學生自治組織為凝聚其公共意見與意志的平臺,且將學生會會費繳交視為民主實踐的承諾,發揮其公共效能,而唯有找回學生自治的初衷,才能逆轉當前發展的困境。最後,學生自治是學生養成民主知能與素養所不可或缺的機制;校園民主治理要有更好的發展,落實其學生參與,是最基本的一步。
Student self-governing organizations in Taiwan's universities are currently facing many problems. One root cause lies in the Ministry of Education's distorting the status of self-governing organizations of students. Another cause has to do with schools which have belittling students' participation. Both result in the disempowerment of students' public involvement for democratic governing of universities, leading to low efficiency and reducing students' participation to a small number of "self-governance of the cadres for student organization." This article seeks to clarify the status of self-governing organizations of students, to recognize its essential relationship with campus democracy, and to empower students' participation in campus governance for regaining the direction and motivation of self-governance of students. The conclusion is as follows: The Ministry of Education should restore the status of student union fees from voluntary-based to public obligatory-based, and acknowledge the self-governing organizations of students at the level of departments to its public democratic involvement rather than private organization for associations. Furthermore, universities should recognize the educational concept of empowering student involvement in campus democracy and avoid "censoring" student organization. Instead, school should help to enable students to have "meaningful participation;" college students should view the payment of student union fees as a commitment to democratic practice and exert its public efficacy. To reverse the current situation, the original intention of self-governance of the students must be retrieved, which is an indispensable mechanism for students to cultivate democratic knowledge and literacy. In order to promote the development of campus democratic governance, it is essential to ensure student involvement as a fundamental step.
