嚴重特殊傳染性肺炎(Coronavirus Disease-2019, COVID-19)於2019年底成為全球性傳染性疾病,疫情期間大專校院之行政業務,除了自身業務在面臨疫情時需進行調整外,還額外新增疫情相關的行政事務,造成眾多校園防疫的相關工作皆重壓在校內防疫人員身上。本研究旨在探討大專校院防疫人員的困境,研究者透過質性訪談,共採集到五所大專校院中的五位防疫工作人員。本研究發現,校內行政困境包含:一、政府政策落實困難;二、校內分工不完善;三、校內防疫人力不足;四、疫情初期物資提供與經費補助不夠即時。研究建議歸納為:一、政策須考量各校可施行性,並保有彈性調整之空間;二、政策傳達需具高度明確性,並制定傳染病相關標準作業流程;三、提高校方任務暨資源管理者層級;四、彙整各地方政府資訊以進行公告與宣導;五、補助經費與物資需快速且彈性運用;六、學務人員需加強校園災害的危機管理能力。
COVID-19 emerged as a global infectious disease in the end of 2019. During the pandemic, colleges faced administrative predicaments such as adapting to the evolving situation, managing additional tasks related to the epidemic, and overseeing various campus-wide prevention efforts. All the pressure is on school's epidemic prevention personnel. This study aims to explore the difficulties that the college epidemic prevention staff faced under such circumstances through qualitative interviews. Qualitative interviews were conducted with five campus epidemic prevention staff members from different colleges. The study identified several administrative difficulties faced by the colleges, including: A. Difficulties in implement government policies. B. Inadequate division of labor in colleges. C. Insufficient staff allocation for epidemic measures on campus. D. The provision of materials and financial subsidies was delayed in the early stage of the epidemic. Therefore, the research suggests the following recommendations: A. Government policies must consider the feasibility of each college, and leave room for each college to adjust flexibly. B. Policy communication needs to be highly clear, and standard operating procedures related to infectious diseases should be formulated. C. The level of job assignors should be elevated. D. Local government information for announcements and publicity should be efficiently integrated. E. Used Subsidy funds and materials quickly and flexibly. F. The student affairs staff need to strengthen crisis management capabilities in the face of campus disasters.
