The aim of this paper is find out the usage of traditional Chinese and the simplified Chinese through the Chinese linguistic landscapes and the Chinese newspaper in Surabaya. To begin with, we do the qualitative and quantitative analysis of linguistic landscapes and newspaper. Then, we do the reference research to find out the development of Chinese characters from 1999. Finally, we discuss whether traditional Chinese characters still have advantage for development in Indonesia and make recommendations. The results show that the traditional Chinese characters in account for more than 70% of the traditional Chinese characters linguistic landscape in the commercial space, while the Chinese language newspapers are mainly in simplified characters but still can be seen in traditional Chinese characters. In addition, the Indonesia government does not regulate the usage of Chinese characters, some of the Chinese Indonesian could read traditional Chinese and there still are learning people. Due to the uniqueness of traditional Chinese teaching by Taiwan, we suggest the Taiwan government might seize the opportunity in this region. First, promote the concept of "Writing in Simplified Chinese and Understanding Traditional Chinese" and take Indonesian as an important part of traditional Chinese promotion. Furthermore, the governmentcould consider about the establishment of "Taiwan Academy" to plan the promotion and teaching of traditional Chinese in Indonesia.
