防災地理資訊系統的發展與未來

A Study on the Application and Development of the Disaster Prevention Geographic Information System

摘要


特殊的地理位置與氣候特性,讓花蓮縣飽受土石流災害的考驗;自民國八十六年起花蓮縣政府便運用地理資訊系統來減低土石流所衍生的風險,縱使多年來這個系統所用的名稱不變,但是實際上其扮演的角色卻已隨著業務需求逐步發生轉變。系統最初是單機運作的地理資訊系統工作站,用來提供災害潛勢區與緊急應變時所需要資源的相關資訊;不久之後這個工作站轉型為網頁版的地理資訊系統,緊接著納入即時性的環境資料並發展出可供使用者自行定義資訊展示版面的多分割介面;目前第四代的系統聚焦於效率與效益,藉由Google Map API所發展的簡化介面讓使用者可以更直觀的進行操作,系統在事件啟動後便自動監測即時資訊,當預定的情境發生時,在很短的時間內自動警示訊息將輔佐使用者注意到相關訊息。同時,系統會對政府單位使用者提供預先設計的緊急應變指令,使用者只需要針對必需發布的指令進行點選。下一代的系統已著手發展,在接下來幾年裡,將會聚焦在行動裝置應用,雲端技術導入以及大數據分析。

The special geographical location and climate characteristics of Hualien Country always leading debris flow disasters. The Hualien Government use GIS to reduce the risk of debris flow disasters since 1997. Although the GIS haven't change its name but its roles changed. At the very beginning it's a standalone GIS work station provide information of potential dangerous areas and resources for emergency response. Then the workstation transformed to a web-based GIS. In the next move, the GIS got a fancy matrix user interface, user could arrange the content of the matrix themselves include realtime data. Now the fourth generation focus on efficiency and effectiveness. On the simplified interface which base on Google Map API let users operate more intuitively, the system will monitor real-time data after a mission started, when preset scenarios coming, auto alarm message will help users focus on it in a very short time. At the same time, the system also provides pre-designed emergency response orders for government users, all them need to do is click on the order must to be announced. The next generation one is lunched, in the next few years will force on mobile application, cloud technology and big data analysis.
