大規模崩塌範圍劃設特定水土保持區可行性評估

本計畫以行政院農業委員會水土保持局臺南分局轄區為對象，辦理大規模崩塌特定水土保持區劃定前置作業，盤點31區大規模崩塌潛勢區，並彙整其基本資料，再就迫切性、必要性及可及性等三項原則篩選出6區建議示範區域，後經討論與實地勘察評估，擇定高雄市－六龜區－D009（竹林）、高雄市－桃源區－D382（寶山）及屏東縣－霧臺鄉D038（佳暮）等3區作為推動大規模崩塌特定水土保持區之劃定試辦地點，希望透過本計畫之推動，提出大規模特定水土保持區劃定草案，據以有效推動大規模崩塌特定水土保持區相關業務。本計畫逐一針對各區完成環境基本資料蒐集、環境現勘、短中長期整體治理規劃研擬、民眾意願調查等作業，以完成規劃草案的初步研擬；最後再透過機關單位會勘與民眾公聽會的辦理，蒐集地方政府、地方民眾意願及公聽會回饋意見後進行規劃草案之編修，據以完成劃定計畫草案。結果顯示，地方民眾亦多能理解劃定的必要性及後續治理需求，在衡量相關權益及義務影響下，亦多贊同推動後續特定水土保持區審議及公告程序。在本計畫針對示範區的推動下，顯示大規模特定水土保持區劃定作業尚屬可行，本計畫亦已研擬劃定作業的初步方式與流程，建議未來可再針對其他大規模崩塌區域，進行適當的評估以檢討是否納入劃定計畫中。

This project takes the Tainan Branch, Soil and Water Conservation Bureau, Council of Agriculture, Executive Yuan, handles the pre-work for the delimitation of the large-scale Landslide of Specific Soil and Water Conservation areas, counts 31 large-scale landslide potential areas and aggregates basic data, and then discusses three principles, such as the urgency, necessity, and accessibility. The recommended demonstration areas in 6 districts were selected based on three principles, after discussion and field survey, Kaohsiung City-Liugui District-D009 (Zhulin), Kaohsiung City-Taoyuan District-D382 (Baoshan) and Pingtung County-Wutai township-D038 (Jiamu) were used as pilot sites for the delineation of Specific Soil and Water Conservation areas for large-scale landslides. It is hoped that through the promotion of this plan, a large-scale specific Soil and Water Conservation area delimitation draft will be proposed to effectively promote large-scale Landslide of Specific Soil and Water Conservation Zones. In response to the large-scale landslides of the three districts, this project complete the collection of basic data, surveys, every-term management planning, and public willingness surveys for each district. Complete the preliminary study and drafting of the draft. Finally, through the investigation and public hearings, collect the wishes of local governments, people, and public hearings. To edit and revise the planning drafts to complete the delineation draft. Through the above steps, this project has completed the draft for three large-scale landslides in Specific Soil and Water Conservation Zones. Local people are also able to understand the necessity of delimitation and subsequent needs. Under considering the impact of related rights and obligations, they also agree to promote the follow-up review and announcement procedures of Specific Soil and Water Conservation Zones. Under the promotion of this project for the demonstration areas, it shows that the delimitation of large-scale Specific Soil and Water Conservation Zones is still feasible. This project has also developed a preliminary method and process for the delineation operation, and it is recommended that other large-scale landslide areas can be targeted in the future.
