社區文化與地方政治的發展

Community Culture and the Development of Local Politics

摘要


從戰後到今天,台灣雖然已是個民主的國家,但我們若從底層的政治結構來看,至今地方政治的運作方式,較常見的仍是以少數當權者或者是派系利益維護者的競爭為主,而較未見以地方居民共同福祇之追求為主的方式。然而,經由近二十年的社區營造政策之推動,我們發現漸漸有一些地方,開始因為社區文化的建構,而有不同的社區意識,進而產生了居民能夠積極參與公共事務的現象。本論文主要希望運用文獻整理與實際田野調查等研究方法,來對台灣社區營造成功案例進行分析,以發現其社區文化的發展,對於台灣地方民主意識的形成,是否提供了具體的助益,進而探究其對台灣地方政治的傳統運作方式,是否可產生實質的影響。

Although Taiwan is a democratic country, local politics in Taiwan since the end of World War II have been driven by the competing self-interests of local politicians rather than the goal of common wealth for the people. In certain areas, however, a policy of community building has elicited the substantial participation of residents in public affairs. This paper describes how this phenomenon arose from the formation of community culture. We examined whether the successful implementation of community building facilitated democratic consciousness among people, and whether this resulted in the practical transformation of traditional political operations in the areas in which they live.
