摘要

台灣的社區營造政策推動已超過二十幾年，雖然我們可以看到有不少的成果，但整體而言，目前的社區營造因還存在著：依賴政府經費的挹注，政治的干擾及公共利益形成不易等三個主要問題，而難以持續不斷的發展。本論文主要即是企圖經由爬梳既有的社區營造經驗研究，與參照各種理論觀點，針對台灣社區營造持續發展的困難加以探討，以發掘其解決之道。經由研究發現，真正得以使某社區之營造，持續發展的策略，就在於是否能進行獨屬於當地社區文化資源的創造，它即是社區發展得以形成持續發展力量的重要基礎。

The policy of community building has been followed in Taiwan for more than 20 years. Despite some achievements, continually developing community building is difficult, because of dependence on government funds, political interference, and the challenges of integrating interests. This paper examines how to devise a solution to the difficulties of community building. We thus find that a useful strategy for the sustainable development of community building is to create unique cultural resources for the community involved. In general, cultural resources owned by a community are the foundation for continual community development.
