The Rationalization Study of Consumption Coupons via Rough Set Theory and Grey System Theory

Due to the financial crisis in 2008 results in global economic recession, the economic growth rate is expected to be lower than zero in many countries, and Taiwan is no exception. According to economic theory, a country's balance of payments comes from three dimensions: import and export trades, government final consumption expenditure and private final consumption expenditure. Among them, the private final consumption expenditure is the main solution. Taiwan government then developed the issued consumption approach to save the domestic economic slump and to stimulate the economy in the short term. Therefore, the Executive Yuan planned a profitable policy- the special budget of central government reviving economy consumption coupons issued, and it has been approved by the Legislative Yuan. The consumption coupons were issued in 2009 to stimulate the economy and domestic economic growth. The main purpose of this paper is to use significant in the rough set theory and grey relational grade (GRG) in the grey system theory to discuss the most critical impact factor of gross domestic product (GDP), and verify the reasonableness of issuing consumption coupons. For the country's international balance of payments account and the three related reasons: import and export trades, government final consumption expenditure and private final consumption expenditure, their associated size can be found. Besides, the actual values from 2000 to 2011 are used for actual verification. Through the results, the most critical influence factor is private final consumption expenditure in both methods. Based on this, in order to stimulate Taiwan's economy, the government can start from increasing private final consumption expenditure. Hence, issuing consumption coupon is a feasible policy in 2009.
