After finishing a learning stage, the assessment and classification of learning outcomes of students is necessary and regular work of teachers. It provides feedback to educational planners promptly adjust teaching process. This paper introduces an assessment method which based on using Grey Student-Problem (GSP) Chart to assess student learning outcomes through the results of semester subjects. Then the study applies Grey Structural Modeling (GSM) for strategy construction to improve the academic achievement of students based on an analysis of learning outcomes achieved previously. The study also proposes the standard setting method using the receiver operating characteristic (ROC) method and combining with assessment results of GSP Chart, it positively supports in the cases of test which are too difficult or too easy for a fixed group of students. These methods are compared with traditional methods to consider their effectiveness.
