摘要

二十一世紀人類對新生活環境品質之想像與追求，城鄉環境的形塑，特別是廣義之城鄉公園綠地系統之建構、保全與保育，實為創造更豐富的城鄉生活文化，共創美好新家園的重要依憑。藉由城鄉公園綠地系統網絡的串連，營造與環境共生、尊重人性尺度、更適人居、富優美景觀、充滿無限生機的城鄉生活環境，並給予下一代一個可以永續發展的機會。運動與城鄉環境發展，社區總體營造在民間產生廣泛的回響之後，慢慢地也由特定政策名稱轉變為一種觀念或作法，接著經濟部商業司、經濟部中小企業處、環保署、經建會、台北市都發局等單位也陸續提出重視「民眾參與」，富有「社區營造」精神的政策。在政府其他的行政部門，「民眾參與」也逐漸成為政策規劃執行時的重要考量。行政部門掌握公共資源，可以提供社區工作者更多實質的支援。

In twenty one century human started seeking and imagining the new quality of environment. Designing the environment of urban and rural, especially the construction, security and preservation of green parks and green city system. The fact is to create a greater culture and living overseas in the city and this is an important relied upon to create a nice new homeland. To create and an environment symbiosis, respect for human scale, more appropriate for Habitat, rich and beautiful landscape, and filled with infinite vitality of urban and rural living environment by the concatenation of urban and rural green parks system network. And to give a chance to the next generation for a sustainable development opportunities.After the civil produce a wide range of response about the activities and urban and rural environmental development and overall community slowly transformed into a concept or practice by the specific policy name. The Department of Commerce, Ministry of Economic Affairs Department, the EPA, Council for Economic Planning unit of the Taipei City Council putting forward proposals great importance to public participation. This policy has a great spirit of community building. Other administrative departments of the government, Public participation, has become a important consideration in policy planning and implementation. Administrative departments are in charge of public resources can provide more substantial support to community workers.
