台南市公私立國中推動學生游泳能力方案之調查研究

A Study of Policy Implementation of "the Program to Promote Students' Swimming" in the Junior High Schools in Tainan City

摘要


本研究旨在探討台南地區公私立國中推動學生游泳能力方案之調查研究,並提出可行性之建議。第一階段採問卷調查方式,以改制前台南市所屬公私立國中校之承辦處室主任及體育組長為對象,共發出問卷54份,回收問卷計23份,所得資料使用電腦建立電子資料檔,作描述性統計。第二階段採深度訪談方式,共計訪談公私立國中已實施或未實施學生游泳能力方案學校之體育組長計6名,訪談資料以質性方式處理。研究結果如下:一、台南市公私立國中於體育課程中實施「推動學生游泳能力方案」有7所,佔39%;未實施的學校計11所,佔61%。二、台南市公私立國民中學推動學生游泳能力方案的學校其師資來源以校內具有游泳教學能力教師和聘請游泳教練為主,共佔86%。三、影響推動學生游泳能力方案的因素:(一)游泳場地(二)經費。四、台南市公私立國民中學推動學生游泳能力方案之學校其游泳課程規劃,大多以體育課程和暑假期間推動,每週教學時數至少有1小時,以2小時居多。

This research aims to investigate the implementation of the 'program to promote students' swimming in public and private Junior high schools in Tainan city. This study first used the questionnaire to investigate section chiefs of physical education and directors of student affairs to understand the current implementation of the program. Second, the semi-structure interviews were used to investigate the opinions of those interviewees to explore the difficulties to implement the program. The results suggested as follows: First, there were 7 junior middle schools to implement the program, while there were 11 schools did not. Second, swimming instructors were teachers inside the schools and coaches out of the schools. Third, swimming pools and sufficient budgets influenced the junior high schools to act the program. Fourth, the schools implemented the program by physical education classes and during summer vacation. One section was within one to two hours per week.
