摘要

國立海洋生物博物館第三館(世界水域館)為BOT契約，由海景公司辦理規劃、設計、興建及後續之經營管理與維護工作，新建工程主要分為五個專業分標方式，辦理招標與發包施工，包括主體、景觀與雜項工程、一般展示、電子展示、維生系統統包工程及壓克力水槽工程等。由於設計與施工同步併行，故於變更設計、設計與施工介面衝突，及滿足部分分標之間工程並行施工的需求，專案管理顧問均介入介面整合與協調管控，同時並建置兼顧合理性及可行性之整體進度表，尤其對施工動線、施工面(工區規劃)、施工順序及實需時程等，作綜合性評估，倘查有介面工項之完成時程未符合整體進度或矛盾之處，即時邀集相關單位開會協商，俾達成共識，據以執行，以達如期、如質、如成本，順利完成工作之目的。

The 3rd Building of the National Museum of Marine Biology and Aquarium is so called Waters of the World. It was planned, designed, and constructed, as well as operated, managed and maintained after its completion by High-Scene World Enterprises Co., Ltd. (High-Scene) on a B.O.T. contract. The construction works were conducted by five different packages, which were for the main structure, landscaping and miscellaneous works, general exhibition, electronic display, vital system, and acrylic water tanks. Since the design and construction were undertaken simultaneously, the professional construction management (PCM) consultant functioned as a controller as well as a coordinator in design change, interface between design and construction, and meeting the various requirements for construction of some packages carried out mutually and simultaneously. Meanwhile, the PCM consultant established a comprehensive progress i.e. proposing a master schedule with feasibility. The plans of construction access, site planning, construction sequence, and scheduling would be also reviewed by PCM consultant with consideration of all aspects. If progress between interface works did not match the master schedule or any contradiction arose, the PCM consultant should immediately coordinate relevant agencies for concurrence by commencing a meeting. Therefore, the works would be implemented as scheduled, quality and within the budget.
