101年度強化衛生局區域聯合分工檢驗職能

Strengthening the Testing Function of Regional Integrated Laboratories of Local Health Bureaus

摘要


95-97年間逐年分區建置中、南及北區之「衛生局區域聯合分工檢驗體系」,101年度因應縣市合併升格直轄市及「食品衛生檢驗中央地方分工項目表」之增修訂,除擴增各地方衛生局之分工檢驗項目,並推動「直轄市衛生局聯合分工檢驗體系」之建置。自99年度起辦理「強化食品藥物化粧品安全實驗室網絡專案」補助地方衛生局計畫,至101年共增購366套儀器設備。配套辦理檢驗技術及品質管理研討會、製作「線上學習課程」,並進行各衛生局檢驗室之外部查核及能力試驗,推動實驗室認證,提升地方衛生局檢驗品質。為推動檢驗管理資訊化,TFDA於各地方衛生局建置實驗室資訊管理系統(LIMS),以利督導考核各衛生局檢驗品管業務。依據本補助計畫之「查核與管考作業要點」召開審查委員會議審查結果,101年度管考成績前三名為新北市、高雄市、彰化縣、嘉義縣等4家衛生局。由於本檢驗體系之建置與推動,農藥殘留由原檢測10-40項增至215項;動物用藥殘留原檢測6項增至74項;落實過去無法檢驗之咖啡因、食品容器/容具/包裝之溶出與材質檢驗、品質指標、真菌毒素、食品用清潔劑、抗生素、維生素等項目。

In order to enhance the testing capacities of local health laboratories, regional integrated laboratory testing systems of local health bureaus were established in the northern, central, and southern parts of Taiwan from 2006 to 2008. In response to the upgrade of local governments and the amendment of the "Central-Local Division of Food Hygiene Testing List", we strongly promote the establishment of local laboratory testing systems and constantly increase the number of the authorized testing items. In order to strengthen the testing resources of the local governments, the "Workplan for Enhancing Food, Drug and Cosmetics Safety Laboratory Network" was set up and enabled the purchase of a total of 366 sets of equipment by local health bureaus form 2010 to 2012. In addition, seminars to consolidate regional testing functions, e-learning system, proficiency test programs, external audit of the laboratories and the promotion of laboratory accreditation effectively enhanced the testing quality of the local health bureaus. The FDA has established a laboratory information management system (LIMS) in each local health bureau in order to promote electronic management and supervise the testing quality of each health bureau. The results of the review by the management committee showed that New Taipei City, Kaohsiung City, Changhua County and Chiayi County were the top three health bureaus. The laboratory testing system enhanced testing efficiency and reduced equipment costs, while increasing testing items, including the increase of pesticide residues detected from 10-40 to 215, veterinary drug residues detected from 6 to 74, the testing of caffeine, food utensils, containers and packages, food quality indicators, mycotoxins, detergents for use in food, antibiotics, and vitamins, all of which could not be tested in the past. The laboratory testing system also worked in collaboration with the FDA to execute post-market surveillance. Source control was strengthened and redundant testing was reduced, making the monitoring of analysis more comprehensive and efficient.
