我國食品安全衛生管理之中央年度後市場稽查專案規劃之簡介

Introduction of the Taiwan Food and Drug Administration Annual Post-maketing Food Inspection Program

摘要


為監管食品於產銷流通各階段之衛生安全,衛生福利部食品藥物管理署(下稱食藥署)整合中央與地方稽查量能,統籌全國性食品稽查項目,訂定中央級年度食品稽查專案計畫,聯合地方政府衛生局共同執行。此年度計畫由40-50個稽查專案所組成,其執行項目與內容,係透過研析歷年食品稽查與抽驗結果樣態,參考食品產業特性及市售流通情形,並考量國內外輿情關注議題、施政重點、法規標準及檢驗技術等項目進行規劃。逐年運用PDCA(Plan-Do-Check-Act)循環式品質管理概念,將專案執行成果回饋予政策面及執行面參考,以適切檢討調整。期望透過中央年度食品稽查專案計畫之系統性與全面性的規劃,同時針對高違規、高風險、高關注項目加強稽查,提升食品安全衛生,營造信任的食品消費環境。

To oversee the wholesomeness and safety of food along its supply chain, Taiwan Food and Drug Administration (TFDA) integrates resources and coordinates capacities of food inspection within central and local governments to establish an annual, nationwide Food Safety Inspection Program. The program included forty to fifty inspection projects which were jointly conducted by the TFDA and the local health bureaus. The contents of the annual inspection program is based on the outcomes of previous audit findings and testing results of samples, the characteristics of the food industry, the marketing of the products, as well as issues from domestic and international news release and of public concerns; meanwhile, other factors including food safety management priorities, regulations, standards and testing methods are also considered. According to the concept of Plan-Do-Check-Act in quality management, the findings of the inspection program will provide feedback for food safety policy-making and food inspection execution, and the program shall be adjusted accordingly overtime. By implementing the systematic and comprehensive annual program, the inspections focus on food business operators and food categories of high non-compliance rates, high risks, and of high concerns. The TFDA will strive to improve food safety and create a trustworthy food consumption environment with this systematic approach.
