從森林價值傾向探討保安林多目標經營議題

摘要

保安林係我國森林法為公益目的所指定之特別森林。近年林務局的核心任務從「確保森林與各類生態系及其服務價值」衍伸至「永續分享森林生態系多元服務價值之惠益」之理念。因此本研究主要的目的在於以森林價值的傾向，探討保安林經營的相關議題。研究結果發現，保安林經營管理議題中，較有共識的是生態價值傾向、及實用價值傾向中林下經濟部分。在文化價值、負面價值與精神價值傾向的經營理念則有差異。其中實用價值內不同土地使用所產生的公共性議題，爭議比較複雜。整體而言，保安林在多目標經營下，強化森林精神與文化價值傾向的經營理念，是近年來民眾及相關政府溝通重要議題。

Protect forest is established by the Forestry Act based on specific public value. The core mission of Taiwan Forestry Bureau has been extended from protecting the forest and ecosystem value into sharing benefit with multi-purpose sustainable development. The purpose of this study was to discuss the management issues in protect forest from forest value orientation approaches. The results indicated that the issues related to Ecology and utilitarianism, especially on forest by-products, value orientations, had been reached a consensus. The issues related to culture, spirit, and negativity value orientations were more complex. The major conflict was the directions of land development. In conclusion, the management issues should reinforce forest value orientations on spirit and culture to communicate with people and related government agencies.
