現階段台灣林業單位普遍缺乏將施業的內容文件化與程序化,此容易造成管理階層無法有效規範作業人員,也不利後續執行成效的追蹤。有鑑於此,本研究針對有效輔助許多企業組織文件化與程序化作業內容的ISO文件管理,發展ISO文件管理導入森林經營計畫之機制,並以目前有導入ISO文件管理的金門第五期森林經營計畫及蓮華池FSC森林經營計畫作案例,各別分析此二森林經營計畫導入建立ISO文件的過程,再比較兩森林經營計畫所建立各階ISO文件之異同,作為未來其它林業單位導入ISO文件管理之參考。 本研究透過森林經營計畫與ISO文件管理相關的文獻探討,發展出依序建立作業程序書、紀錄表單、工作指導書及管理手冊之ISO文件管理導入森林經營計畫機制。後再藉由個案研究法,進一步分析金門第五期森林經營計畫與蓮華池FSC森林經營計畫各別導入建立ISO文件的過程,並綜合比較得出不論森林經營計畫的內容架構是參考森林生態系經營計畫或FSC森林經營計畫,未來其它林業單位若也欲將ISO文件管理導入其森林經營計畫,則皆應搭配建立林地巡護、苗圃管理、監測作業、造林撫育及病蟲害防治之作業程序書。此外林業單位各人員之積極度、配合度與管理階層決策,會相當程度地影響森林經營計畫導入ISO文件管理之詳細度及完整度。
The forestry bureau of Taiwan generally lacks documentation to forestry working contents, it is prone to cause managers to un-effectively regulate workers, and it’s also detrimental to the implementation effectiveness tracking. For this reason, this study use the ISO Document Management, which has effectively assisted many organizations to documentation their management-working contents, to develop a mechanism of the ISO Document Management integrated into the forest management plan. Besides, this study takes the Kinmen Fifth Forest Management Plan and the Lianhuachih FSC Forest Management Plan for cases, analyzing the ISO documents building processes of these two forest management plans, and comparing similarities and differences between ISO documents of these two forest management plans to provide advices to other forestry bureaus about applying ISO Document Management. This study develops the mechanism, which builds operational procedures, record sheets, work instructions, and forest management manual sequentially, through the literature review of the forest management plan and the ISO Document Management. This study then uses the case study to further analyzes the ISO documents building processes of the Kinmen Fifth Forest Management Plan and the Lianhuachih FSC Forest Management Plan, and concludes that whether a content structure of the forest management plan takes the forest ecosystem management plan or FSC forest management plan as reference, if other forestry bureaus would like to integrate ISO Document Management into their forest management plans, they all should build operational procedures of forest patrol, tree nursery management, monitoring operation, afforestation and tending, and pest prevention seperately for their forest management plans. In addition, every staff member’s attitude, degree of cooperation, and decisions of the bureau itself, will considerably affect the detail and completeness of the ISO Document Management integrated into the forest management plan.
