永續森林經營準則與指標,可作為評估森林經營是否朝向環境、社會、經濟三面向之永續的度量工具。林務局近年來推行森林生態系經營原則,應用於林區之森林經營計畫,期望以永續森林經營方式,發揮其公益與經濟效益。國有林區森林經營計畫目標,以中央政府訂定之森林經營原則擬定目標,依當地森林情況及當地居民對社會、經濟之需求,制定林區森林經營計畫書,並訂定評估達成績效之準則與指標。 本研究選定新竹林區管理處所編訂林區森林經營計畫書為個案研究之資訊,研究發現新竹林區森林經營計畫之經營準則與指標,無法反應森林經營是否達成社會期望森林永續之目標。現有國有林森林資源調查、事業區檢訂調查、永久樣區等資料內容未具提供林區永續森林經營準則與指標度量時之所需資料。因此進行適應性經營之程序要素分析,同時擬訂新竹林區永續森林經營計畫準則十一項及指標二十八個。期望提供今後持續研發改善經營準則與指標之基礎。
The criteria and indicators of sustainable forest management could be used to evaluate the three dimensions of sustainability including environment, society, and economy. In order to further the benefits of public welfare and economy from the sustainable forest management, Taiwan forest Bureau (TFB) implemented recently the national forest management plan according to the priciples of forest ecosystem management. Following the TFB’s criteria and indicators, the objectives of the forest district management were to balance the local condition of the forest with the economic and social demand of the local resident, and to conceive the forest district management plan and new criteria to evaluate the efficiency of the management performance. This study chose the forest management plan of Hsin-Chu forest district as a case, and found that the criteria and indicators used in the plan were incapable of fulfilling the social expectation of forest sustainability. In addition, we found that as a measurement of the criteria and indicators of the forest district management plan, the available data of national forest resource survey,the revised inventory system of working circle, and permanent sample plots of stand, all of then could not supply the desired timing information of forest district. For this reason, this study analyzed the process factors of adaptive management and established 11 criteria and 28 indicators for the sustainable forest management of Hsin-Chu forest district.
