軍隊災防情報管理與地方政府的整合－以新北市為例

摘要

災害救援講求速度與效率，而救災速度與效率的提升關鍵在於災防情報預警、處理與整合。上述任一環節的疏失，都將造成重大的後果。以往因為機制的不健全，使地方政府災害應變中心的資訊與通訊系統明顯不足，各級政府與國軍間的災防情報難以有效整合。本文以新北市政府為例，首先從近年來國軍災害資通訊系統的建立與功能，再分析縣（市）政府層級災害應變中心運作、開設時機、分析能力與編組，探討國軍與縣市政府間災防情報管理機制的運作，以促進國軍與縣（市）政府間災防情報管理機制的提升。最後透過制度、法令、政策的面向，檢討國軍與縣市政府資源整合的問題，以做為後續研究災防情報機制的參考。

Timing effects is very important in disaster rescue and relief, and the key point of speed and effect in rescue and relief is early warning, responding and integration in disaster intelligent. Any lost in the rescue process would make significant impacts. Because of the sufficient integration, the information and communication system are not well established in Taiwan governmental disaster relief and responding center, so the disaster intelligent institution could not work properly. Firstly, this article reviewed the disaster rescue and respond resource integration between military and local government. Secondly, this article chose the case of New Taipei City, to explore disaster responding center in operation, timing, capability, organization and cooperation with military intelligent unit. This article also discussed the creation and function of military disaster information and communication systems, to improve the integrated effects of military and governmental disaster intelligent management. Thirdly, this article tried to make a corner stone of future study in disaster intelligent institution.
