台灣參與國際災害搜救組織之研究

摘要

近年來各國天災不斷。為有效整合及提升國際災害搜救效率，聯合國於1991年成立「國際搜索與救援諮詢團」（INSARAG），並頒定「國際搜索與救援指南與方法」。1999年台灣921大地震，INSARAG便曾動員各國搜救隊（SAR）前來救援，當時各國先進之搜救器材裝備曾讓台灣各界大開眼界。此後，台灣消防單位也成立了「特種搜救隊」，並實際出動參與多次國際震災救援。2008年5月12日大陸四川大地震發生後，台北市搜救隊也曾出動前往救援。之後，2010年海地大地震、2011年紐西蘭大地震海峽兩岸搜救隊同時出現災區參與救災。本研究發現，2004年底南亞地震大海嘯發生後，亞太經濟合作會議（APEC）也成立了災難整備專案組（TFEP），2008年川震後，大陸也向APEC提出「災害應變與合作的原則」。2010年APEC更把災難整備專案組（TFEP）升級成災難整備工作組（EPWG），以提升亞太地區APEC會員體的公私部門及社區的災害減災、整備及重建能力。至於國際重大災害發生時，第一時間的應急搜索和救援應變機制，則仍以聯合國INSARAG機制為主。本研究建議，台灣應先爭取正式參與INSARAG國際災害搜救組織，以利爾後海峽兩岸發生重大災害時之彼此相互救援。

In order to effectively integrate and enhance the efficiency of international disaster search and rescue, the United Nations established the International Search and Rescue Advisory group (INSARAG) in 1991 and awarded the INSARAG Guidelines and Methodology. Taiwan 921 earthquake in 1999, INSARAG had mobilized the national search and rescue (SAR) teams to rescue. The SAR teams members and special rescue equipment caused an eye-opener gave in Taiwan. Since then, Taiwan Fire units also set up a special search and rescue team, and actually mobilized to participate in several international earthquake relief. China Sichuan earthquake (2008), Taipei SAR team had mobilized to rescue. Haiti (2010) and New Zealand (2011) earthquake, SAR teams of China and Taiwan had joined the rescue. The study found that after the South Asia earthquake tsunami in 2004, the Asia-Pacific Economic Cooperation Conference (APEC) had set up a Task Force of Emergency Preparedness (TFEP). After the 2008 Sichuan earthquake, China proposes the APEC principle of Disaster Response and Cooperation. APEC upgraded TFEP to Disaster Preparedness Working Group (EPWG) in 2010, to enhance the public and private sectors and community disaster mitigation, preparedness, and recovery capabilities. The UN-INSARAG still run the key role to response the major disaster in Asia-Pacific. This study suggests that Taiwan should seek formal participation in the INSARAG to save each other across the Taiwan Strait after a major disaster.
