臺灣網際網路傳播管理制度之研究

國家通訊傳播委員會（NCC）管理的範圍甚廣，包含電信、傳播與資訊三個領域，影響層面甚大，相關政策與法規的制定或修訂需要更嚴謹的思考。本文就目前通訊傳播政策與法規中，著墨較少的網際網路傳播管理制度進行深入探討，採用文獻分析法，探討臺灣通訊傳播管理機構和法規的變革，並蒐集「網際網路管理」相關之文獻，和其它國家（如：美國、英國、中國和日本等）的管理政策和法規。再以比較研究法，將「網際網路管理」分成「濫發電子郵件行為管理」、「網路營業場所管理」、「網路分級制度管理」、「網址及域名註冊管理」、「網路著作權管理」及「網路犯罪行為管理」等六個方面，整理歸納文獻之建議，分析合理可行之方案，做為臺灣網際網路管理的參考，試圖解決目前出現的許多網路管理問題及亂象。

National Communications Commission (NCC) manages a wide range of three sectors, Telecommunications, Broadcasting and Information, which have big authorities to influence these sectors; therefore, the formulation or revision of the related policies and regulations require stricter and more thoughtful considerations. This research explored the internet management which has been seldom mentioned in the present communications and broadcasting policies and regulations. It employed Literature Review Method to explore the reform of communication managerial organization and regulations in Taiwan. Then it gathered the related literatures of the Internet management. Comparative Study Method was employed to explore the Internet management that divided into six aspects: ”the management of over-issuing email behavior”, ”the management of internet café”, ”the management of internet graduation system, ”the management of IP address and domain name registration”, ”the management of internet copyright” and ”the management of internet crime”. Finally, it summarized the related literatures of the Internet management and the management experiences from other countries. This research provided some references for the Internet management in Taiwan, and solved the present Internet management problems and chaotic situation as well.
