The Purpose and Procedure of Consideration of States Parties' Reports by the Human Rights Committee under the International Covenant on Civil and Political Rights: through My Twenty-Year Experience as a Committee Member
人權事務委員會審查締約國報告之目的與程序：我二十年來的經驗
摘要
這篇文章討論了我擔任人權事務委員會委員二十年的一些經驗。我解釋締約國如何締交國家報告，以及人權事務委員會的委員如何審查報告並作成一般性意見。在結論中，我討論了人權事務委員會在幫助締約國善盡國際義務上所發揮的作用。

In this paper, I discuss in some details my twenty years experience serving as a member of the Human Rights Committee of the ICCPR. I explain how the States parties submitted their reports and how the Committee members reviewed them and made general comments. I conclude my paper by arguing the effectiveness of the Committee in helping the States parties abide by their international obligations.
