公民與政治權利國際公約的內國落實
摘要
在這場論壇中，諾瓦克教授針對《公民與政治權利國際公約》的內國落實機制與問題為主題，進行演講。諾瓦克教授依序討論聯合國的條約監督機制、公民與政治權利國際公約的監督機制，以及公約的內國落實。最後，諾瓦克教授也以兩公約的施行法為例，對台灣的內國落實機制與方法提出建議。

In this speech, Professor Nowak discussed different international systems that are in place to protect human rights and the monitoring systems, and described the implementation functions carried out by the Human Rights Committee. He concluded the speech with a brief discussion on Taiwan's Implementation Act along with insightful suggestions.
