期待轉彎時與妳相遇-談我對人權教育的觀察與期待

My Observations and Expectations for the Human Rights Education in Taiwan

摘要


究竟什麼是人權教育?目前教育體制內的人權教育又如何實施?人權教案的徵選,人權教育輔導團的運作,讓我們對人權教育的內涵或形式更清楚了嗎?!「我」是一位國小教育現場的教師,期待從人權教育的思辯中撥雲見日,本篇文主要從鄭南榕基金會人權教案首獎且在人權教育種子教師研習場合分享的教案,來分析教育現場對人權教育的想法與焦慮的現象。並觀察人權教育輔導團近年來實施的重點項目,思考目前校園裡對於人權教育的迷思。此篇對目前中小學實施的人權教育有所批判,但主要的目的是對人權教育的釐清而不是讓有為者挫折。期望教育工作者能帶領學生多關注當前的人權議題,趁著轉型正義的思潮,在教育現場實現人權與人權教育。

What is human rights education (HRE)? How is HRE implemented in our educational system? Can we clarify its implications and formulation by rewarding quality lesson plans and by the operation of the Advisory Group for Human Rights Education? As a primary school teacher, the author expects more clarifications through thinking and debating HRE. This article criticizes a lesson plan, which won a prize from the Nylon Cheng Liberty Foundation and which is shared in various HRE workshops. It also analyzes anxiety over HRE shown in the educational field. Furthermore, the author considers misunderstandings of HRE by examining the focal projects of the Advisory Group for Human Rights Education. This note criticizes the HRE implemented in primary and secondary schools in Taiwan. It aims to clarify what HRE is rather than frustrating educators who are contributing to the promotion of HRE. The author calls on educators, to seize the opportunities provided by the idea of transitional justice in Taiwan and guide their students to be concerned with human rights issues and to implement the idea of human rights and human rights education in the educational field.
