從國際物流服務業觀點探討臺灣航空站海空整合運籌體系環境分析

摘要

為因應世界經濟發展趨勢，縮短顧客回應時效之需求，各國政府紛紛在港口(包括海港與空港)及鄰近地區設置國際物流中心(Distribution Center, DC)，以增強其物流經濟活動並提高港口的附加價值。然各國之經濟發展條件、港埠條件、地理位置等內外在環境差異，使得不同地區設立海空聯運中心時具有不同之競爭優勢。如何透過適當策略以提昇海空聯運中心在區域物流活動中之競爭力，以構建一有利企業從事全球運籌之環境，是發展海空整合之重要議題。因此，為達研究目的，本研究擬透過模糊德菲法調查方式，首先，依據競爭環境定位分析，再者，建構臺灣航空站發展海空整合運籌體系之策略矩陣，並採用內外環境分析法，研擬策略。最後，進行整體發展管理意涵分析，進而提供相關單位營運之參考。

For in accordance to the world economics trend of development, reduces the customer to respond demand of the effectiveness, the various countries' government in abundance (including sea and air port) and is close to the local establishment international physical distribution center in the harbor (Distribution Center, DC), strengthens its physical distribution economic activity and enhances the harbor the additional value. However economy of development condition, the harbor terminal condition, the geographical position the various countries' inside and outside and so on when the environment difference, enable the different area sets up the sea-air integration system to have the different competitive advantage. How penetrates the suitable strategy to promote the sea-air integration system in the region physical distribution activity the competitive power, constructs an advantageous enterprise to be engaged in environment of the global operation, is develops the sea and air conformity the important subject. In order to achieve the research goal, this research plans to penetrate the Fuzzy Delphi Method (FDM) practice investigation way. First, localization analyzes the basis competition environment. Second, constructs strategy matrix of the Taiwan Airport development sea-air integration logistics system and uses the in-external environment analytic method draws up the suitable strategies. Finally, the management implication and further research is proposed based on the research results, provides reference the correlation unit transport business.
