人力資源系統因應法令而實施變革之有效因素探討:以一例一休為例

The Impact Factors of Human Resources System Assists the Changes Caused by New Laws and Regulations: A Case of One Fixed Day Off and One Flexible Day Off

摘要


企業在面對外界法規或準則改變時,必須慎重面對並改變內部流程以求法遵,而參照過去的經驗,企業可藉由資訊系統以提升員工對於企業推動變革的調適。本研究以資訊系統成功模型作為主要研究架構,並以一例一休為例,探討人力資源系統在因應外部法令而調整的過程中,其輔助企業施行相關法令之有效因素。並以製造業公司為個案,對員工進行問卷調查,而後透過PLS分析並探討系統品質、資訊品質、政令宣導、組織變革認知、使用者滿意度及實施成效各變項間的影響。結果發現系統品質、資訊品質及政令宣導對組織變革認知有正向顯著影響,系統品質及政令宣導對使用者滿意度有正向顯著影響,組織變革認知對使用者滿意度有正向顯著影響,資訊品質對使用者滿意度的反應則無顯著影響。統計結果顯示為了增進實施成效,應考慮改善政令宣導及系統品質和相關資訊品質,其中加強政令宣導及系統品質的效果更為顯著。最後,針對研究結果提出管理意涵及後續研究建議。

Following the set up of the part of 'One Fixed Day Off and One Flexible Day' in Labor Standards Act by Ministry of Labor of Taiwan, the related corporations should start an organization change in compliance with the corresponding laws. Based upon the past experience, it could introduce information systems to improve the adjustment of employee in the period of transition caused by organization change. To study the impact factors of human resources system adjusted by the laws and regulations on employees, We conduct a questionnaire to employee of an cooperated corporation for studying the relationship among the factors of system quality, information, quality, policy propaganda, organizational change perceptions, user satisfaction and implementation effectiveness. Then, SmartPLS were used to verify the data, and non-response bias and common method bias were not considered significant issue. This study found that system quality had significant impact on organizational change perceptions and user satisfaction. Policy Propaganda have a significant impact on user satisfaction and organizational change perceptions. system quality and Policy Propaganda is implied as one of the most important factor to enhance the implementation effectiveness. Finally, managerial implications and the suggestions for further study are discussed.
