Organizational simplification has become an important means for the public and private sectors to improve organizational performance. How to find effective management methods to reduce the willingness to resign under organizational simplification and reengineering is actually an important key factor for the successful implementation of organizational simplification and organizational change. However, in the past, relevant research mostly focused on the private sector. In view of the simplification of the public sector organization, the corresponding management actions are explored to reduce its impact. This study has obtained the following conclusions through academic literature, case interviews, and 191 sample analysis: The practice of change management includes "increase of promotion opportunities", "encouragement of on-job training", "reinforcement of job rotation", and "integration of missions". There are 17 measurement indicators. Through the results of this research, senior military officials can actively seek more effective management practices in response to problems to reduce the military turnover rate. The research results can also be applied to other public departments to implement organizational streamlining improvement suggestions.
