In response to new types of warfare, the adaption of military strategy, the decrease of defense resources, and the national and societal development, the ROC Armed Forces executes serial organizational change programs, such as the Jingshih Program, the Jingjin Program, the Jingtsui Program, and the newly proposed Yungku Program in the recent years. The purpose of the organizational change is to build up a lean, strong and skillful force. The organizational change of the ROC Armed Forces is a continuous and challenging process. In order to successfully promote innovations and to anticipatedly achieve objectives, the Armed Forces has to eliminate reform obstacles through communication and education, facilitate function of human resources management, build up precise leadership philosophy, shape positive organizational culture, encourage organizational innovation and development, plan reengineering of organization process, and promote organizational learning. As a result, the above measures will have a chance to make the Armed Forces more sustainable existence and development.
