民眾為何不願意使用數位政府?一個 Q 方法論的探討

Why are people reluctant to use digital government? A Discussion on Q Methodology

摘要


數位政府是邁向全民參與政策過程的重要途徑,而民眾的使用率迄今仍無法有效提升,則是我國推動數位政府以來難以迴避的重要議題。為回應此項議題,本研究透過Q方法論探索民眾對於數位政府使用意圖之主體性觀點,並據此提供興革建議。研究發現,數位政府使用意圖可薈萃出「信任但不慣於使用」、「認同安全便利,惟擔心權益受損」與「對於ICTs抱持信心,卻不願意繼續使用數位政府」等3項。就理論意涵而言,UTAUT確實能夠在一定程度上預測民眾數位政府使用意圖。然而,如能同時關注使用習慣、民眾權益保護以及信任傾向等面向,應能有效提升我國長年不高的數位政府使用率;實務上,不斷修正現行法規制度,與時俱進,設立專法納入禁止散播虛假資訊的規範和罰則,強化保障民眾權益,提升潛在信任傾向,應是當務之急。

Digital government is an important way for all citizens to participate in the policy process. However, the utilization rate of the public has not been effectively increased so far. This is an important issue that cannot be avoided since my country promoted digital government. In response to this issue, this study uses the Q methodology to explore the public's subjective views on the use intention of digital government, and accordingly provides suggestions for innovation. The study found that digital government usage intentions can be aggregated into three items: "trust but not often use", "agree with security and convenience, but worry about damage to rights and interests" and "have confidence in ICTs, but are unwilling to continue to use digital government". In terms of theoretical implications, UTAUT can indeed predict the public's intention to use digital government to a certain extent. However, if we can also pay attention to the protection of people's rights and interests and the improvement of trust, it should be able to effectively improve the use rate of digital government, which has not been high for many years in our country; Standards and penalties for disseminating false information, protecting the rights and interests of the public, and enhancing potential trust tendencies should be a top priority.
