摘要

近年來，隨著臺灣經濟的發展，國民的生活水準普遍提升，加上休閒意識的興盛，國人從事旅遊也隨之興盛。而隨著觀光產業的蓬勃發展，所引發對於環境維護等永續發展議題也隨之浮現。墾丁國家公園屬著名之觀光勝地，為國家帶來了經濟上與觀光效益，而墾丁國家公園營運至今，尚有園區內部以及外部上所面臨的經營問題，因此本文藉由文獻分析，試圖探討其所面臨之問題，並運用觀光永續發展理論分析其現況，分析結果（一）生態層面：可結合政府、民間團體及教育體系，藉由遊憩、展示、媒體，加強保育宣導及環境教育，以提升台灣國際保育形象。（二）文化層面：應加強深化遊客對文化特質的認識與理解、平衡遊客需求與資源發展。（三）經濟層面：政府相關管理單位須做好環境保護宣傳與環境品質管理，為當地帶來經濟上持續的收益。（四）社會層面：須從法規面、組織面，並透過居民參與等機制，化解資源使用與私人權益等問題，達到政府、業者、居民三方面的和諧關係，實現社會永續之概念。

In recent years, Taiwan's economic development, raise the general standard of living of citizens, coupled with the rise of casual awareness, people engaged in tourism also will flourish. With the booming tourism industry, triggered by environmental issues for sustainable development and maintenance also will emerge. Kenting National Park belongs to the famous tourist attraction, bringing the country on the economic and tourism benefits, and Kenting National Park has been in operation, there are inside the park as well as operational issues facing the exterior, so this article by literature analysis, trying to explore the problems faced, and the use of sustainable tourism development theory to analyze the current situation, analyze the results of (a) the ecological levels: can be combined with the government, civil society and the education system, with recreation, display, media, advocacy for enhanced conservation and environmental education, to upgrade Taiwan's international image conservation. (B) the cultural level: to deepen visitors should strengthen awareness and understanding of cultural characteristics, balance the needs of tourists and resource development. (C) the economic level: the relevant government units to be good environmental advocacy and environmental quality management, as the economy continues to bring local benefits. (D) the social dimension: from regulations must face, the organization faces, and through the residents to participate in such mechanisms, the use of resources to resolve issues such as private equity, to governments, businesses, residents and harmonious relations in three areas, the concept of social sustainability.
