國家災害防救科技中心之設立及其研發的落實應用

THE ESTABLISHMENT OF NATIONAL SCIENCE AND TECHNOLOGY CENTER FOR DISASTER REDUCTION IN TAIWAN AND ITS RESEARCH APPLICATIONS

摘要


本文之目的乃探討、分析國家災害防救科技中心的設立、任務與特性,以及推動科技研發成果落實應用之經驗及其促成動力等。具體上,經由相關文獻蒐集回顧與人物訪談,掌握國家災害防救科技中心不同階段的發展歷程,及其決策過程,並分析該中心成立之促成動力與特性。其次,透過中心人員焦點座談先行核對、確認前述不同階段代表性研發事項的內容,進而分析該些研發事項的運作及其得以落實應用的九項促成動力,並架構出一定的相對關係,將之劃分為「法制依據、實質研發、推動運作」等三大類的動力。最後,邀集外部專家學者針對內部人員所彙整的促成動力加以檢視,其結果與內部所得結果大致吻合。

The main objective of this article is to discover and summarize National Science and Technology Center for Disaster Reduction (NCDR)'s establishment, organizational tasks and characteristics, achievements of technology promotion, and experience sharing in application implementation. In general, this article reviewed relevant literatures and conducted interviews with experts to reveal development process, decision-making process, impetuses of foundation and characteristics of NCDR. It also consolidated main research objectives at each development stage and experience sharing of application implementations. Secondly, this article examined and analyzed the impetuses of research and technology (R&D) development of NCDR that covers from nine particular aspects. Furthermore, those impetuses can be structured a relationship that including three kinds of motivations, including ``legal basis, substantive R&D, and operation promotion''. Subsequently, external experts and scholars were invited to examine the driving forces compiled by internal personnel, and the results were generally consistent with the internal results.
