面對日本東北地方太平洋外海地震台灣應有的省思

摘要

2011年3月11日下午2時46分（日本時間）在日本三陸地區外海發生規模9.0的大地震，強烈的地震動並伴隨著發生巨大的海嘯，引起相當大的災害。巨大的海嘯將房屋、車輛、居民和村落吞沒。包含下落不明的在內，死亡人數超過19,000人。而且福島第一核能發電廠發生氫氣爆炸。引起超乎想像以外的災害，除了無法掌握災害狀況之外，還有威脅人們的輻射外洩之危機。台灣附近的板塊構造與日本相似，地震活動相當頻繁。台灣目前有三座運轉中的核能發電廠，一座仍在建設中，而且離活動斷層很近。面對日本東北地方太平洋外海地震，台灣應如何省思？本文就核能發電廠、媒體和防災教育三方面來論述。
