地方公職候選人政見之研究:以金門縣第八屆縣長與議員選舉為例

Study on the Political Views of Candidates Running for Public Office: Case Study of the Eighth Kinmen County Magistrate and Representative Election

摘要


1992年金門解除戰地政務,同時在翌年開放選舉,金門正式朝向民主化方向發展。候選人選舉政見成了課予當選後縣長或議員之責任,並在下屆選舉欲想連任之候選人佐證及幫助選民非常重要參考與依據。本文將使用比較研究與內容分析二種方法,針對2022年金門縣第八屆地方選舉之縣長與議員當選人,依據中央選舉委員會提供之選舉公報,從事選前政見之調查研究。當選人政見研究結果顯示:在縣長政見,中央與地方政見各3項;且在早安圖的政見中,在39項政見中涉及9處縣府機關,同時對早安圖從事常態性與時間上比較分類以回應候選人選前承諾,發現1至4年須逐步完成政見為,一個月內完成小三通30天內復航;一年內完成青年圓夢住宅;二年內完成金西醫療中心發包;三年內完成金廈三通共融;四年內強化開源與節流,搶救縣庫一百億。對30天內小三通復航規劃三種可行模式並予以評估,後來採取「柔性式」。議員的政見,在19位當選議員中,計提出102項政見,其中10項中央、92項地方。地方政見內容發現較集中在建設、社會服務以及觀光發展三項。並建議後續的調查研究可採非理性方式來探討地方選舉試以分析選民心理。

Martial rule ended in Kinmen in 1992 and elections were held in the following year, officially moving Kinmen toward democracy. The candidates' political views became the responsibilities of the elected County Magistrate or Representative and served as an importance reference for voters to verify the candidates who they wished to re-elect. In the study, comparative research and content analysis were adopted to conduct a pre-election survey to investigate the political views of the candidates for County Magistrate and Representative in the 2022 eighth Kinmen election, based on the election bulletin provided by the Central Election Commission. The findings from our research on the political views of the election candidates reveal the following: Among the political views held by County Magistrate candidates, three policies are addressed to the central and local governments. Among 39 political views delivered via morning greetings to the voters, 9 involved county government agencies. Meanwhile, based on a comparison of the normal and chronological classification of candidates' promises delivered through morning greetings delivered before election, the political promises to be achieved within 1-4 years, respectively, are found to be as follows: to restore the little three links within 30 days; build social housing for youths within one year; contract out the construction of the West Kinmen Medical Center within two years; accomplish the three links between Kinmen and Xiamen within three years; and foster new sources of income and cut expenses to generate an additional NT$10 billion for local finances within 4 years. After the planning and assessment on three feasibility models for restoring the little three links within 30 days, the "flexible" model was adopted. Of the 19 elected Representatives, 102 political views were expressed, of which 10 and 92 were addressed to the central and local governments, respectively. The political views addressed to local governments focus on constructions, social services, and tourism development. We suggest that an "irrational approach" can be adopted for subsequent research to investigate local elections and analyze voter psychology.
