摘要

台灣社會經濟結構以及政府相關單位的政策發展，已經達到遠距照顧服務產業發展的關鍵時期，本文將針對台灣遠距照顧服務政策的現狀與未來發展的挑戰或關鍵因素進行探討，作為遠距照護服務產業發展的參考依據。文章首先說明遠距照護的政策背景與臨床應用，接著在說明遠距照護的成本效益之後，描述台灣遠距照護政策的現況，最後針對遠距照護政策未來的挑戰提出分析，包括對公私部門權利義務的劃分、政策與計畫架構、政策與制度的治理三方面提出建議。

Due to a long-term substantial subsidy from government, and some capital investments in the telecom and medical industries, the telecare policy is now at a critical period of time in Taiwan. This article aims to explore the status quo and future challenges of telecare in Taiwan. This article first describes the policy backgrounds and clinical applications of telecare, followed by a discussion of cost-benefit evidences and considerations of telecare. The current policies and major plans of telecare mainly funded by Taiwan's national Department of Health are then revealed. This article finally makes some recommendations regarding future challenges of telecare policies, including public-private partnership relationships, value-oriented policy goals and objectives, and the governance of telecare systems in Taiwan.
