緒論:打造健康生活已成為本世紀先進國家的共同目標,推展全民運動也是國際潮流,本文旨在透過系統理論之視角,探析教育部體育署推動各項體育運動發展策略之歷程,希冀提供未來修正體育運動發展政策之參酌,為臺灣培育健康卓越的人才,實現健康國民、卓越競技與活力臺灣的新願景。方法:本文經由理論與文獻回顧,並收集相關資料,闡述系統理論之源起與概念發展,並提出此理論在各項體育運動發展策略之應用的建議。結果:從系統理論的觀點而論,體育行政人員應兼顧組織效能與效率,提高成員的工作成就、慎訂法令規章與律則降低衝突的發生頻率、強調合理歸屬與認同,激化高昂的服務士氣、重視訊息輸入與回饋,增進發展的實質效益。結論:建議體育行政組織應遵守政策法規,塑建優質的領導作為、運用良好的公共關係,強化專業的組織形象,如此,不僅讓成員對於組織有認同感、工作有成就感,讓組織中形成積極支持的文化與氛圍,以發揮體育運動組織之行政功能。
Introduction: The purpose of this paper was to explore the history of the Department of Sports of the Ministry of Education in promoting various sports development strategies through the perspective of system theory, with the hope of providing reference for future revision of sports development policies, cultivating healthy and outstanding talents for Taiwan, and realizing a new vision of a healthy nation, athletic excellence, and a vibrant Taiwan. Methods: This article, through the review of relevant literature, studies the origin of and conceptual development of systems theory, and puts forward suggestions for the application of this theory to sports organization. Results: From a systemic theory viewpoint, sports administrators should take into account organizational effectiveness and efficiency, improve the performance of their members, reduce the frequency of conflicts by carefully setting rules and regulations, emphasize reasonable attribution and recognition to stimulate high service morale, emphasize information input and feedback to enhance the practical benefits of development, make good use of special rules and crossover to build quality leadership, and use good public relations to strengthen the image of professional organizations. Conclusion: In this way, not only will members feel a sense of identity and accomplishment in the organization, but also a positive and supportive culture and atmosphere will be formed in the organization, so that the administrative function of the sports organization can be realized.
