The main purpose of the research is to construct a school-based operating model for mentor teacher program based on mentor teachers in Taipei. The research methods are meta-analysis and document analysis.The conclusions of the research are as follows: (1) The school-based operating model for mentor teacher program in Taipei consist of four phases: explanation and communication, planning and development, actualization and implementation, review and feedback. (2) As the model mentioned above, there are different contents in every phase, which are affected by instructional leadership and teacher culture.According to the research findings, several suggestions for implementation and further study are provided.
