This study aims to discuss the problems and policies for the development of health and wellness tourism at Panxi, and clarify the problems of its development through interviews with merchants and residents nearby the destinations at Panxi. Findings showed that the respondents have different views on the formation of health and wellness tourism value. Merchants believed that "health and wellness and livability" was the ultimate value, and residents believed that "enjoy life" was the ultimate value. Moreover, the health and wellness tourism development issues at Panxi mainly included the attractiveness, the infrastructure and service guarantee, and the unique value for health and wellness tourism. Accordingly, the corresponding feasibility recommendations of this study were drawn to the government, tourism enterprises and follow-up studies.
