中韩自贸先行区建设优先路径及模式探讨

摘要

对于东亚区域合作的机制化安排，应以建立中日韩三国间的双边FTA为短期目标，以建立中日韩FTA或中日韩－东盟“10+3”形式的东亚FTA为中期目标，以建立东亚共同体为长期目标，其中中日韩FTA的建立是关键。针对由“双边”到“三边”建立中日韩FTA的构想，本文利用GTAP模型分析各种双边贸易区给参与国带来的贸易利得，用静态博弈模型比较分析得出中韩之间最可能首先建成FTA的结论，并提出了在中韩FTA实现的基础上，进一步将日本纳入FTA的实现途径。最后根据博弈论分析结果，提出由“双边”到“三边”实现中日韩FTA的建议。

The short-term goal of regional cooperation in East Asia should be the establishment of a bilateral FTA among China-Japan-Korea, and the medium-term goal should be the establishment of CJK-FTA or CJK-ASEAN, while the long-term goal should be the establishment of East Asian Community. Among goals above, the establishment of CJK-FTA will be the key stage. This article predicts possible gains of participating countries in each bilateral FTA based on the GTAP model, then point out that the China-Korea FTA is most likely to be established first by using the static game model, giving the way to include Japan into the FTA and practical recommendations to realize this proposal.
