農會經營旅遊業務法規適性之探討

The Study of the Regulatory Adaptability in Farmers' Associations Operating Tourism Businesses

摘要


本研究旨在農會經營旅遊業務法規適性之探討,有鑑於時代潮流所趨,農會發展必須再創新機,加諸本研究者任職農會三十餘年,累積深厚的實務經驗與深度觀察,進而擬定本研究主題,以農會、農業部、農民團體及休閒農業民間團體為深度訪談對象,定位出本研究主要方向,將農會對旅遊業的發展與經營於法規適性方面進行探討,同時,經由文獻蒐集彙整、結合個人實際的實務經驗,彙整研究結論包括以下重點:首先,時至今日農會經營旅遊業務在法規上是可行的;其次,農會應先有積極作為,做好規劃,擘劃嶄新的旅遊業務經營版圖,以備來日發展需求;還有,農會擁有農業元素是獨一無二的經營優勢,發展旅遊業務具備強勢潛力。本研究建議未來農會務必順應時勢,及早奠定農會經營旅遊業務的良好基礎,使農會能迅速拓展一片新藍海。

This research aimed to explore the adaptability of regulations in the operation of tourism businesses by Farmers' Associations. Recognizing the evolving trends of the times, the development of Farmers' Associations requires innovation. Drawing upon over thirty years of practical experience and in-depth observations in Farmers' Associations, the researchers formulated the theme of this study. In-depth interviews were conducted with Farmers' Associations, the Ministry of Agriculture, farmers' organizations, and non-governmental leisure agriculture groups, positioning the primary focus of this research. The study delved into the development and operation of tourism by Farmers' Associations, particularly focusing on regulatory adaptability. Through the collection and synthesis of literature, combined with the researchers' practical experiences, the study drew the following key conclusions: First, operating tourism businesses by Farmers' Associations is feasible within the current regulatory framework. Second, Farmers' Associations should take proactive measures and strategic planning, mapping out innovative territories for the operation of tourism businesses to meet future development demands. Additionally, the unique advantage of Farmers' Associations lies in their agricultural elements, presenting strong potential for the development of tourism businesses. The study suggested that Farmers' Associations must adapt to the current trends and establish a solid foundation for the operation of tourism businesses to quickly explore new opportunities.
