溫室氣體減量技術與評估

Technologies and Assessments on Greenhouse Gas Reduction

摘要


台灣是全球第四大燃煤發電國,並且每年排放大量溫室氣體,在過去的20年中,台灣的碳排放量增加了110,860千噸,其中工業部門佔排放量的56%,而在該工業部門中,電子工業和石化工業佔排放量的76%。政府制定了到2050年將溫室氣體排放量減少到2005年的50%目標。而台灣GDP持續增長和繁榮所依賴的主要產業也是溫室氣體排放大戶,如果沒有適當的政策、技術和措施,不太容易同時保持經濟增長和減少溫室氣體排放。因此本文收集目前全世界主要排放二氧化碳之產業如石化、鋼鐵、水泥等,如何減少二氧化碳排放之技術,並關注台灣如何實現碳中和目標並減少二氧化碳排放,提出解決方案及建議。

Taiwan is a country that emits a high amount of Greenhouse Gases (GHGs) per annum, it is the 4th highest producer of coal-generated power globally. Over the past 2 decades Taiwan's carbon emissions have grown by 110,860 kilotons. With the industrial sector accounting for 56% of emissions and within that industrial sector the electronic industry and petrochemical industry accounting for 76% of emissions. Taiwan's government have set a goal to reduce greenhouse gas emission levels to 50% of 2005 by the year 2050. However, the main industries that Taiwan relies on for its consistent growth in GDP and continued prosperity are chief offenders in GHGs production. To maintain growth and reduce emissions at the same time may be unlikely without proper policy, technologies, and measures. Therefore, the objects of this paper are to collect the technologies of reduce carbon dioxide emissions in industries such as petrochemicals, steel, and cement, which are currently the main carbon dioxide emitting industries in the world and make comments on and suggestions for carbon neutrality in Taiwan.
