觀光風景區之開發可提高臨近之相關產業如餐飲、住宿與特色產品商品之營業額,但相對若為能有完整之交通規劃如停車空間、大眾運輸系統之配合將更能提高觀光風景區之觀光產業效益。北橫公路為早期台灣北部重要之重要連絡道路,然而雪隧開通故降低利用率但隨著觀光產業之發達北橫公路已轉型為以觀光為主之特色公路。北橫公路其中於大溪與石門水庫區域因交通便利更為觀光客重要旅遊之首選。桃園縣政府有見於此亦於北橫公路沿線建立特色產業與風景區之興建以吸引更多之觀光人潮,其中小烏來風景區即為近期開發之重點,利用瀑布特色興建如美國大峽谷之空中步道更為台灣首見。然而大量之觀光人潮雖對當地帶來觀光效率但亦相對於區域交通產生衝擊。本文即利用交通流量調查方式瞭解小烏來風景區進出之交通人潮並探討可能之解決方案。
North cross highway is an important translation system for north Taiwan. But the construct of Shu-Shan mountain tunnel reduce the loading of the highway. The government plan to translate this highway to sightseeing characteristic road. The little Wu-Lai scenic resort is a new developed sightseeing point of Towyang county. The new construct air-aisle attraction many tourism to see the beauty landscape. But excessive passenger will induce the transportation problem. In this paper we want to discuss the transportation plan to passenger travel behavior by traffic flow investigation. So we can suggest the translation plan to the government.
