台中縣市合併升格後地方派系與政黨關係初探

Study on Relationships between Local Factions and Political Parties after the Taichung County-City Consolidation

摘要

我國在經歷第7屆立法委員單一選區新的選制後，由選舉結果進行初步的觀察，的確發現在許多方面與過去有相當程度的影響差異，並且對地方政治生態造成了一定的影響。本文嘗試從整合的面向思考，在考量立委選制影響延續前提下，以合併改制為台中市直轄市的台中縣、市作為研究標的與範圍，首先，就制度層面而言，觀察改制升格對於政黨與地方派系生態關係的影響，結果發現，延續立委選制變革以及縣市合併升格對於地方政治生態的影響明顯，但是此亦影響究係方向確定或成效定則有待持續觀察。地方派系在合併升格與第一次直轄市長與市議員過程中，對派系內部而言，可競爭政治職務縮減，影響派系內部權力分布，以及對於選區經營的做為。就地方政治人物與政黨關係而言，改變原則上似乎有助於黨紀提升與促進政黨政治健全發展，但是原台中縣與台中市選區選況的差異，為上述發展各自提供不同跡證，有待更長期觀察方能明確。

The local faction of Taiwan is taking as one of the important factor in the local political ecology. Through the urbanizing and the improvement with democratization, the voter's independence improved and there seems to be reduction in the number of faction voters. But in the election, especially local election, the local faction can't be ignored while still influencing the election results, even may influence the nationwide election results. Take Taichung County as an example, under the cooperation of the red and black local factions, the Kuomintang won the county magistrate seat back, and keep in power again in the 15th County magistrate. But in other way, at 7th legislative election, we see a different result at Taichung County and Taichung City on the party nominating domination. The KMT seems not got the full domination on candidate nomination at Taichung County, but got at Taichung City. This shows the different of local faction affect by the new legislative election rule.After 2009 April, the decision of combining Taichung City and county had been made. The system change will come with the huge impact on local factions. Local factions from Taichung County (a strong one) and Taichung City responded not quietly the same especially on getting party nomination. And the result of city council campaign shows they still can win the seats without KMT's nomination at former Taichung County as a contrast result at former Taichung City. Panblue's Councilman try to develop a joint relationship under from former Taichung County's leadership after campaign. Political parties (especially KMT) can still not avoid the candidate face the competition form comrades at this time, strengthen party discipline and stabilize the party politics maybe strengthen The changed environment may be able to reduce the plutocracy and weaken the local faction by reinforce party discipline, but need more evident from practical exercise and time to confirm. At least one thing for sure, the constituency service gets more important to every Councilman.
