田徑跑道維護管理之探討－以高雄國家體育場為例

田徑場跑道興建與維護管理攸關賽事品質，更直接影響選手成績與國際認可，常見跑道施工品質不佳及欠缺維護管理情形。因此，本文彙整相關文獻探討其設施規範、施工程序、施工督管及後續維護等，並以臺灣第一座獲得國際田徑總會一級認證國家體育場為案例，分析實際督管情形，重要結果顯示田徑場跑道興建與維護管理事務會因為場館本身定位及使用情況而有所分類，建構符合規範應包含傾斜度、合成橡膠面層厚度、面層平整度、面層吸震力、面層垂直形變、面層摩擦力以及拉力強度等細則；並依規範確實執行督管作業及維護管理，明訂使用規則及保護措施規範讓使用者能明確遵守，期間須進行督管及定期清潔作業，以維護跑道良好品質。此外，本文也針對未來管理實務及研究議題提出建議。

The track and field runway construction and maintenance management have a direct impact on the quality of the competition, and have a direct impact on player performance and international recognition. The common runway construction quality is poor and lacks maintenance and management situations. Therefore, this article gathers relevant literature to discuss its facility specifications, construction procedures, construction supervision and follow-up maintenance, and uses the first national stadium certified by the International Athletics Federation as the first case in Taiwan to analyze the actual situation of supervision. Important results show that the track and field Racetrack construction and maintenance management issues will be classified due to the location and use of the site. The construction of the compliance specification should include the slope, the thickness of the synthetic rubber surface, the leveling of the surface layer, the shock absorbing force of the surface layer, the vertical deformation of the surface layer, and the surface Layer friction and tensile strength and other rules; and in accordance with the specification does implement the supervision operations and maintenance management, clearly set the rules of use and protection measures to allow users to clearly observe, during which supervision and regular cleaning operations to maintain the runway is good quality. In addition, this paper presented some recommendation for the managerial practice and future study.
