社會工作師專業證照發展之檢視：機會與反思

摘要

本研究目的旨在探討社會工作師專業證照制度的專業化走向以及近期影響事件，進而提出檢視與反思，並針對現階段發展處境提出具體建議。本研究回顧社會工作專業歷史而提出三個時期：（1）專業制度的醞釀與建立時期，努力探尋社會對於社會工作者的需求與定位來建立社會工作體制（2）專業證照制度的建置與躍進時期，朝向專業證照制度的建立而俱備多數社會工作專業的要件（3）專業證照制度的進階與考驗時期，再更近一步地走向專業自律與專業提升。由於近年來不幸的社會事件，加上社會工作不斷倡導，獲得許多的發展契機：（1）增加社會工作師專門職業及技術人員高考頻率（2）開創並建置校園社會工作師輔導人力制度（3）改善政府社會工作人力不足的問題（4）調升政府部門社會工作師與社會工作者職等基於前述陳述，本研究有以下建議：（1）專業品質面，應研發並建構專業能力、增強實務督導功能、強化專業倫理觀念（2）專業發展面，宜增強社會工作師專業社群力量、平衡公部門與民間機構的勞動條件、澄清社會工作師專業的有限性（3）專業使命面，應強調社會工作使命、提升社會工作使命之認同。

This paper aims to review the movement of professional social work certificationsystem and related social events in recent years. Furthermore, this paper tries to offersome concrete suggestions by examining and discussing the current professionalcertification system.This study reviews the social work history and divides it into three periods: (1)the beginning period of social work professional system development, (2) the construction period of professional social work certification system, and (3) theadvanced period of professional advocacy and discipline development.Due to certain controversial social events and continuous professional advocacyin the past few years, social work profession has been facing some turning points,including (1) the increasing frequency of Professional and Technical SeniorExamination for Social Workers, (2) the establishment of counseling professionalssystem in Education Bureau, (3) the improvement of governmental social workersshortage, and (4) the promotion of the highest grade of governmental social workers.According to the above discussions, this paper suggests that social work profession should (1) strengthen the professional knowledge and competence of certified social workers, (2) raise social workers’ awareness to develop their professional cohesion, and (3) emphasize the importance of professional missions and identities.
