老人福利機構輔導成果評估研究

Outcome Evaluation of the Supervision Program for Care Homes

摘要


本研究之主要目的在於評估「2012年老人福利機構輔導計畫」之成果,以作為未來執行長期照顧機構輔導方案之參考。本輔導計畫是以夥伴關係的輔導策略,以及運用「說」、「寫」、「做」一致的概念和練習教學法,來進行輔導工作。本研究採用三角測量法同時蒐集31位輔導者和117位受輔導者的量化和質性的意見,來獲得客觀性的數據及結果。本研究對象包含輔導者31位,包含經營管理專長8位、護理專長12位、社會工作專長11位;25家機構的受輔導者共117位,包含30位經營管理人員、44位護理人員、43位社會工作人員。本研究總共進行173次的輔導,包含經營管理輔導49次、護理輔導61次、社會工作輔導63次。回收各種成果評估量表共347份,包含老人福利機構輔導紀錄表173份、老人福利機構輔導成效評估問卷62份、輔導回饋意見表81份、輔導狀況調查表31份。參與整個輔導期程的25家機構,於輔導結束之後,能夠同時在各輔導項目上達到「說」、「寫」、「做」一致的目標的整體百分比為70.6。受輔導者回饋在5點量表的意見,呈現輔導滿意度方面的平均數高達4.64、提升個人能力方面為4.50、評鑑應用能力方面有4.54。這意謂著此次輔導工作在協助機構於照顧品質改善上,有顯著的成果。總而言之,「2012年老人福利機構輔導計畫」之輔導策略以及執行方式,是必要的且達到顯著的成果。可以應用於各種資源有限的情況下,但要達到一定的輔導成果的長期照顧機構輔導方案。然而,若能有更充足的資源,以增長輔導期程且持續性地追蹤輔導,不只可以提升輔導成果,更可以有效地維持輔導成果。

This research aimed to evaluate the outcome of the supervision program for Taiwanese care homes in 2012 in order to be used as the reference for the future. This research utilized strategy of ”partnership in supervision”, the concept of consistency in saying, writing, and doing, and practice teaching method to supervise 25 care homes in Taiwan. This research employed the triangulation method to collect quantitative and qualitative data in order to gain objective findings. 148 participants were involved in this research, including 31 supervisors (8 management experts, 12 nursing experts, and 11 social work experts); and 117 staff (30 managers, 44 nurses, and 43 social workers) from 25 care homes. There were 173 meetings in supervision, including 49 in management supervision, 61 in nursing supervision, and 63 in supervision for social work. This research collected 347 copies of investigation data, including 173 supervision checklists, 62 records of outcome evaluation, 81 feedback questionnaires, and 31 observation records. The overall result showed that 70.6% of the supervision items met the goal of consistency of saying, writing, and doing. The score of supervision satisfaction was 4.64, the score of improvement in individual ability was 4.50, and the score of applicability in inspection was 4.54 in the 5-point scale. This result implied that the supervision program was necessary and it has achieved the significant outcome. This research concluded that the supervision program could be used as the reference when the resource and time is limited but the result is still remarkable. However, in order to maintain the supervision outcome to improve the quality of care, it is necessary to have sufficient resource to extend the supervision period and follow up.
