老人福利機構資源運用策略之研究

The Study of Resource Using Strategies in Elderly Welfare Organizations

摘要


受人口老化的影響,長期照顧的議題普遍獲得國內外產官學界的重視。本研究目的是探討老人福利機構資源運用的類型、實踐過程及組織效益,並依據結果建構資源運用策略。以質性研究的方法針對九家老人福利機構的經營者進行半結構式訪談。研究結果顯示:(1)老人福利資源運用的類型涵蓋組織內部的董事會、分區部門與照顧團隊,以及外部的長照相關機構、單位組織、社區與其他資源;(2)機構資源運用過程所產生的組織關係,包含內部的組織支持、跨部合作、專業運用,以及外部的聯盟合作、雙方互助與單方協助;(3)機構資源運用的組織效益包含:經費支持、政治協商、拓展資源、人力支援、知識移轉及照顧服務;(4)老人福利機構資源運用策略是由10個組成要素及六種運作途徑所構成。

Due to the influence of aging population, the issue of long-term care attracts widespread international attention. This study aimed to explore the resource-using types, practice and organizational benefits in elderly welfare organizations, and to construct their resource-using strategies. Semi-structured interviews of qualitative research methods were conducted with 9 managers of eElderly welfare organizations. The results of the study were: 1. The resource-using types comprise to the internal board of directors, district departments, care teams, and the external long-term care institutions, units of organizations, and other resources in the community. 2. Organizational relationships, which rose from the resource-using process, include internal organizational support, inter-departmental cooperation, professional integration, external cooperation, as well as mutual and unilateral assistance. 3. Organizational benefits from resource-using include financial support, political negotiation, resource expansion, manpower support services, knowledge transfer and care services. 4. The resource-using strategy of elderly welfare organizations consistes of 10 elements and 6 approaches in this model.
