社區復原韌性與社會工作災害重建的關係

摘要

近年來，災害的發生愈來愈是不可預期，而任何大小災害發生，首先衝擊的第一線是社區，而社區民眾能否在平時有適當的萬全的準備，事後能有災害的動員與復原韌性與強度，是使社區人民生命財產在傷害中減到最少的最重要關鍵。事實上災害重建要面對的是「地方或社區」現象。如果社區是災害的直接與最初衝擊的前線，那麼它的復原韌性也是拯救多數人們生命的關鍵。本文有以下二個目的：一為了解在此一多變化與多災難的時刻，社區復原韌性（community resilience）為何？如何在災害前後運作？一為探討台灣社區發展協會的復原韌性何在？有什麼人力資源？社會工作者可以如何做？本文訪問兩社區，提出相關觀點，結論中提出社會工作者如何以此為重點來進行社區災害的預防與重建。

In recent years, more and more disasters are unpredictable. The front line that any size of the disaster impact on is always the community. .However, whether community residents can be well prepared before the disaster, and can be mobilized, or switch on the resilient recovery right after it are the key issues. In fact, the disaster recovery is the ”local or community phenomenon”. It is the key factor of saving most people's lives in the community while disasters happening. The purposes of this article are: 1. To understand the meaning of community resilience in the era of uncertainty and disasters and how to operate it before and after them. 2. To explore the community resilience in the community development association in Taiwan, and where the human resources are or how a social worker may be involved in. In this research, a set of secondary data were analyzed, in which showed where the community human resources are. Meanwhile, two community leaders were interviewed. Their opinions were coded and interpreted in terms of community resilience model theories. Findings and suggestions in related to the community resilience and community recovery were proposed in the conclusion.
