社區賦權的實踐與反思:以屏東排灣族部落為例

Tribal Development and Community Empowerment: A Study of Paiwanese Tribe in Pingtung County

摘要


本研究的研究場域主要是在研究者本身成長的環境,並自2008年底研究者便與部落好友一起開始投入自己部落發展的工作,而推動的過程以社區賦權的概念做為促進部落工作推展的基石。本研究採用了行動研究方法並搭配自我民族誌(auto-ethnography)的方式進行研究工作,而資料的搜集包括了參與觀察、田野日誌、相關文件及深度訪談。經過近三年的實際參與推動,研究者透過資料與理論的檢視,提出在地工作者對於推動社區/部落工作的模式,特別是在現今的社區工作大多強調外來專業者的協助下,提供不同的思維並進而提出一些反思。本研究建議部落在地人在推動部落工作時應有效運用其部落原有的社會資本,並參酌本研究在推動部落工作時各個階段的策略,但仍應重視在地部落文化的特性,並嘗試結合其原有的傳統文化組織精神(例如排灣族的部落會議組織),以利將部落發展的工作奠基在部落傳統文化精神的基石上。

This study aims to establish the model of tribal development work based on local people's perspectives and on promoting community development model. This study employed an action research and auto-ethnography approach and adopted participant observation, fieldwork notes, relevant documents and in-depth interviews to collect data. This study suggested that the model of tribal development work by local people can use their social capital more effectively as well as employ the strategies that have been described in this paper. In addition, local worker should take the characteristics of local culture into account and link up with their traditional culture spirits, such as Paiwanese tribal meeting, in terms of promoting tribal development and community empowerment. The study also provides some recommendations and reflections for those who would like to engage in tribal development work.
